Child Care Provider Update: Changes to Look for this Fall (Benefind)

Benefind allows Kentucky families to access public assistance benefits and information through an online portal. Benefind will be helpful to recipients for finding which services they qualify for, but also managing their accounts. Citizens will be able to apply for their benefits with a single application or add programs as needed.  Starting October 1st, 2017, the Benefind online portal will include the applications and management for public assistance programs such as Medicaid, SNAP (Supplemental Nutrition Assistance Program), KTAP (Kentucky Transitional Assistance Program), and CCAP (Child Care Assistance Program).

 

Child Care Assistance Program (CCAP):

The CCAP public assistance benefits will be included in the online portal, Benefind, effective October 1st, 2017. Given that 93% of CCAP consumers receive at least one other type of public assistance through Benefind, the portal will allow for families to have easier, increased access to their benefits and towards self-sufficiency with a single point of entry through Benefind. The improved productivity from utilizing the online portal will allow for more efficient customer service, fraud reduction, cost savings, and improved error rates. In addition, the joint processing through Benefind will reduce the administrative burden by streamlining the process. The self-service in the online portal includes applying, recertifying, and reporting changes.

The restructuring will allow for information collection and application across all public assistance programs to be found within the portal.  For example, when recipients have a change in their circumstances, such as a change of address or employment, the recipient will be able to report this change and have it applied across all their benefit programs simultaneously, alleviating the need to contact both DCBS and Child Care Council. Enrollment and eligibility will now go through a DCBS worker only. Effective December 31st, 2017 the contract for services will end with Child Care Council of KY, Inc.

Also effective October 1, 2017 the DCBS Division of Child Care (DCC) will assume responsibility for making CCAP provider payments and payment adjustments, provider application to accept CCAP payments, and provider overpayment claims (establishment as well as payment collection). The centralized services will offer a more accurate payment system and more consistency. If you bill for CCAP payment via the CCAP Provider Portal, nothing will change. However, CCAP providers that will be affected include those who bill for CCAP via the hardcopy billing form DCC-97 through the mail. Starting October 1, 2017, the billing form must be returned to the Division of Child Care at the address below.

The Division of Child Care will hold child care provider forums throughout the Commonwealth.  DCC looks forward to meeting and answering questions CCAP providers may have prior to implementation of these changes.
