Thank you to all that took action about the “layering” issue regarding blended funding between Head Start and child care centers. The Governor’s Office and Ohio Department of Job and Family Service (ODJFS) have decided to extend layering for a year.  It is important to state that this is a delay, not a change in policy, giving programs more time to adjust to the implementation of the extended day rule next year. It is our understanding that the rate increases that were communicated last week will still go into effect next week.

 

This delay would not have been possible without the enormous effort to get the Administration to take a hard look at what impact the proposed change would have on efforts to expand access to quality preschool and child care in local communities.

 

Thank you to everyone for sending letters to both your state representatives and Governor Kasich.  The momentum demonstrated by provider, legislative, and community voices certainly got the attention of decision makers and shows the tremendous support for early childhood efforts across Ohio.
